About HEVA
HEVA Fund (HEVA) is the region’s first dedicated investment, advisory and knowledge
solutions group for the creative industries. We are a partnership registered in Kenya,
working with creative industry practitioners and business owners across 14 countries in the
Eastern Africa region. To date, HEVA has invested in more than 100 creative businesses and
directly impacted more than 20,000 creatives across Eastern Africa through funding and
training.
Our mission is to fuel the growth of the creative industries in Africa, empower burgeoning
youth-led and women-led digital and creative enterprises, promote business and intellectual
property ownership, and contribute to sustainable livelihoods for cultural practitioners and
artisans.
About the Sanara Program
The Sanara Program, in partnership with Mastercard Foundation is a business support and
enterprise financing program, whose aim is to increase opportunities for dignified and
fulfilling work for young women and men through deploying sustainable models of job
creation in the creative industries.
The program will achieve this through the provision of tailored and inclusive finance,
equipping young people with market-relevant skills and advancing the adoption of inclusive
and sustainable workplace practices. The program, delivered by a consortium of 4
organisations targets MSMEs in the creative sector and is structured around four key pillars:
HEVA Fund: Lead Partner & Access to Finance Pillar
Lead partner – coordinating and overseeing all the partners, consultants, and stakeholders’
engagement with the program.

Fund manager – creating new, and scaling existing, tailored enterprise finance solutions for
target businesses in the CCIs.
Baraza Media Lab: Implementing Partner – Skilling & Platforms
Baraza Media Lab (BML) will manage and coordinate all skilling partners as well as work
with selected digital platforms to leverage digital paths-to-market, digital audience
engagement and data provision to creative industry practitioners. BML will also manage the
programs centralised data management.
GoDown Arts Centre: Implementing Partner – Public Policy
The GoDown Arts Centre will coordinate and facilitate the program efforts in public policy
by engaging government and relevant stakeholders in the creation, adoption, and
implementation of enabling public policy interventions for the creative industry.
SNDBX : Implementing Partner – Enterprise Support Pillar
SNDBX will provide customised enterprise support to creative businesses managed by
young women and men in the creative sector. SNDBX will coordinate thematic lead experts
to develop tailored business development training and manage local trainers.
The Sanara Program is designed to increase opportunities for dignified and fulfilling work for
young women and men by deploying sustainable job creation models in the creative
industries . It aims to provide tailored and inclusive finance, equip young people with
market-relevant skills, and promote the adoption of inclusive and sustainable workplace
practices. Delivered by a consortium of four organisations, the program targets MSMEs in
the creative sector and is structured around four key pillars.
The program will initially focus on three sub-sectors of Kenya’s creative industries:
- Fashion, Garments, and Accessories
- Film, Television, Content Creation, Gaming, and Audiovisual
- Live Music, Theater, and Performing Arts
The initiative aims to impact the lives of up to 110,000 young people aged 18 to 35,
including 77,000 young women. Additionally, it will support 5,000 young women and
women living with disabilities, as well as 2,000 refugees.
Program Advisory Council (PAC)
HEVA is inviting 13 qualified individuals to join the Program Advisory Council (PAC) of the
Sanara Program. This is a unique opportunity to contribute strategically to a transformative

initiative aimed at creating dignified and fulfilling work opportunities for young women and
men in Kenya’s creative sector.
We will evaluate applicants based on their experience in Kenya’s creative industries,
ensuring the council’s diversity. Strong consideration will be given to representation from
young women, men, vulnerable groups, refugees, and persons with disabilities.
Desired Professional Skills
Experience in the Kenyan creative industries either as a practitioner, stakeholder or
experience supporting the creative industries in any capacity.
Alignment on principles of diversity, equity and inclusion.
Experience working with young women and men, persons with disabilities, refugees and
other vulnerable groups.
*Applicants are encouraged to have experience in some or all of these areas,
recognizing that not all skills are required for consideration.
Structure and Function of PAC
Council Structure
The Program Advisory Council (PAC) functions as an advisory body, providing strategic
guidance and recommendations to the Program Steering Committee. Its purpose is to
ensure alignment with the program’s objectives and offer insights for ongoing improvement.
This inclusive approach enhances the program’s relevance, effectiveness, and social impact
by actively engaging youth, gender-diverse individuals, and vulnerable groups.
The PAC shall be chaired by the Program Manager at HEVA Fund.
Composition:
● The PAC shall consist of a diverse group of professionals with expertise in finance,
entrepreneurship, creative industries, and related sectors.
● Members may encompass industry experts, academics, artists, and seasoned
creative entrepreneurs.
● External members must be young women and men from 6 counties, as well as
representatives of the differently-abled and refugee communities
Key Considerations for PAC

Youth Inclusion:
○ Ensure representation of young professionals, entrepreneurs, or advocates
on the PAC to bring perspectives relevant to youth needs and aspirations.
○ Encourage active participation of youth members in discussions,
decision-making processes, and initiatives related to the program.
○ Incorporate youth-focused strategies, such as mentorship programs,
capacity-building workshops, or networking events, based on inputs from
youth members.
Gender Inclusion:
○ Strive for gender balance within the PAC, ensuring adequate representation
of women and men across diverse sectors and expertise.
○ Consider gender-specific challenges, opportunities, and perspectives in
program strategies, policies, and recommendations put forth by the PAC.
○ Promote gender-responsive approaches in program design, implementation,
and evaluation, with input and feedback from gender specialists or
advocates on the PAC.
Vulnerable Groups Participation:
○ Facilitate the inclusion of representatives from vulnerable groups, such as
refugees, persons with disabilities (PWDs), and marginalised communities, in
the PAC.
○ Address barriers to participation faced by vulnerable groups, such as
accessibility concerns, language barriers, or socio-economic challenges,
through inclusive meeting formats and support services.
○ Prioritise discussions and actions that promote social inclusion, equity, and
empowerment of vulnerable groups within the program’s activities and
outcomes.
Inclusion at each Stage of the Program:
○ Incorporate youth, gender, and vulnerable group perspectives at every stage
of program planning, from needs assessment and strategy development to
implementation and monitoring.
○ Engage PAC members representing diverse backgrounds and experiences to
review and provide feedback on program initiatives, ensuring inclusivity in
decision-making processes.

○ Monitor and evaluate program impact on youth, gender equality, and
vulnerable groups regularly, using data and feedback from PAC members to
inform adjustments and improvements.
Roles and Responsibilities
Strategic Guidance
● Provide strategic advice and recommendations on program design, implementation,
and evaluation.
● Review and assess the program’s progress towards its objectives and milestones.
Stakeholder Engagement
● Facilitate engagement with key stakeholders such as partner organisations,
government agencies, and industry associations.Identify opportunities for
collaboration and partnership to enhance program effectiveness.
Risk Management
● Identify potential risks and challenges faced by the program and propose mitigation
strategies.
Evaluation and Feedback
● Evaluate program strategies, initiatives, and interventions for their effectiveness and
impact.
● Provide feedback and recommendations for program improvement and innovation.
Council meetings shall be attended by:
● Council members
● Partner Organization Program Managers: HEVA Fund, SNDBX, GoDown Arts Centre
and Baraza Media Lab
● A representative of the Mastercard Foundation
● A HEVA Fund board member
The HEVA Fund program manager shall present to the council the updates during that
quarter. Further presentations may be made by other members of the program team as
required such as the finance lead, investment manager, curriculum design lead,
safeguarding and compliance managers, monitoring and evaluation consultant and
communications leads, who will present project reports and update the members on current
project risks and issues.

PAC Meetings and Reporting
The PAC shall meet on a quarterly basis or as deemed necessary by the chairperson.
Meetings may be conducted in person or through teleconferences.
The chairperson shall prepare meeting agendas, facilitate discussions, and ensure follow-up
on action items.
The PAC shall submit regular reports and recommendations to the program management
team and stakeholders.
Term of Appointment:
PAC members shall serve a renewable term of one year
The chairperson may recommend new members or reappoint existing members based on
their contributions and expertise.
